Decision:

Cabinet noted the progress update for contracting with Homes England for £29.4m Housing Infrastructure Funding (HIF) investment in St. George’s Garden Community.

Minutes:

The Strategic Director of Places elaborated on the report and explained that over the last 12 months, the Council and Ministry of Defence (MOD)/Defence Infrastructure Organisation (DIO) had been working with Homes England (HE) to enter into a legal contract (Grant Determination Agreement) for HIF in order to meet the terms and conditions of the grant funding.

 

She informed Cabinet that the final Grant Determination Agreement, associated annexes (pre-condition documents) and Allocation Agreement would be subject to approval by Full Council. It was intended that the HIF contract would be considered by Scrutiny and Cabinet before being presented to Council for consideration. It was anticipated that the process for this would commence in early 2021.

 

In response to questions raised about potential risks to the Council, it was noted that the risk to the Council would be mitigated, in part, by the Allocation Agreement which obligated the MOD to deliver the HIF requirements.

 

 

RESOLVED:

 

That the progress update for contracting with Homes England for £29.4m Housing Infrastructure Funding (HIF) investment in St. George’s Garden Community be noted.

COVID 19 - USE OF EMERGENCY POWERS pdf icon PDF 340 KB

Decision:

Cabinet noted the present position in Rutland in respect of COVID 19 and noted the continued applicability of the Civil Emergency Delegation.

Minutes:

The Leader, as the relevant Cabinet Member elaborated on the report and explained that Rutland remained in Tier 2, but that this was being reviewed by Government imminently, although it was not anticipated that Rutland would change Tiers.

 

The Interim Chief Executive updated Members and explained that there were currently 133 cases per 100,000 of the population which was an increase on previous figures. However, it was noted that there had been a decrease in the number of over 60’s contracting Covid and that a correlation could be made between increased cases and more mobile testing being undertaken.

 

RESOLVED:

 

That the present position in Rutland in respect of COVID 19 2 be noted

 

That the continued applicability of the Civil Emergency Delegation be noted.

SUBMISSION DRAFT OAKHAM & BARLEYTHORPE NEIGHBOURHOOD PLAN pdf icon PDF 349 KB

Cabinet agreed that:

 

1)    The draft Oakham and Barleythorpe Neighbourhood Plan be published for public consultation for a minimum of 6 weeks.

 

2)    Following public consultation, the draft plan and representations received be submitted for independent examination.

 

3)    The Director of Places be authorised to appoint an independent examiner in consultation with the Oakham and Barleythorpe Neighbourhood Plan Group.

 

4)    That following receipt of the examiner’s report, the Director of Places in consultation with the Portfolio Holder for Planning and Finance be authorised to publish the County Council’s decision notice, update the Oakham and Barleythorpe Neighbourhood Plan and undertake a referendum.

 

5)    Subject to the outcome of the referendum the Director of Places in consultation with the Portfolio Holder for Planning and Finance be authorised to make the Oakham and Barleythorpe Neighbourhood Plan part of the Development Plan for Rutland.

Minutes:

Councillor G Brown, as the relevant Cabinet Member elaborated on the report which sought Cabinet’s authorisation to carry out consultation on the proposed Oakham and Barleythorpe Neighbourhood Plan followed by submission of that plan to an independent examiner. Subject to the acceptance of the recommendations of the examiner, hold a local referendum and, subject to the outcome of that referendum, delegate the making of the Neighbourhood Plan to the Director of Places.

 

It was noted that Oakham Town Council and Barleythorpe Parish Council had submitted its Draft Neighbourhood Plan to the County Council for independent examination and assessed by officers in accordance with statutory requirements. Rutland County Council would then be responsible for appointing an independent examiner in consultation with the Town and Parish Councils to conduct the examination, which was anticipated to take place following the statutory consultation.

 

Members commented that they look forward to receiving comments on the proposal and hoped that there would be significant public participation in the consultation process.

 

RESOLVED:
