The minutes of the meeting of the Planning and Licensing Committee held on 13 June be confirmed and signed by the Chairman.

Mr Oxley declared a personal interest as he owned a holiday let in the centre of Uppingham.

In accordance with advice received from Peterborough City Council’s Legal Department that the additions to the RCC Constitution Part 8 - Terms of Reference and Scheme of Delegation to Officers pulled through from the Functions section of Part 3 and should have been included in the Terms agreed at Annual Council, be NOTED.

Mr Thain addressed the Committee on behalf of the applicant.

ITEM 2 (2017/0436/FUL) LAND AT UPPINGHAM ROAD, PRESTON, RUTLAND

Minutes:

Application for change of use from horticultural to glamping / camping.  Construction of No. 6 Safari Tents for holiday use and Reception and the creation of a car parking area including footpaths and a drive.

(Ward: Braunston and Belton; Parish: Ayston, Preston)

 

Mr Thain addressed the Committee on behalf of the applicant. In response to questions from Members regarding the safety of traffic approaching the site from the north along the A6003, Mr Thain informed the Committee that if planning permission was granted there would be a very small amount of traffic in and out of the site and alterations to the visibility splay to the north would be undertaken via permanent pruning.  Mr Thain stated that the applicant would be willing to accept a realistic condition requiring traffic to approach the site from the south. 

 

Mr Cross spoke as Ward Member.

 

RESOLVED

 

2017/0436/FUL In accordance with the recommendations set out within Report No. 133/2017 Item 2, and the addendum to that report, that this application be REFUSED.
