a)    2020/0971/MIN – S73 application for Variation of Condition 2 in relation to Application Reference Number: M/1999/0326/09/CC. Amendment of Condition 2 to - "Unless otherwise agreed in writing with the Mineral Planning Authority this permission shall expire on 31 March 2022, by which time the site shall be fully restored in accordance with a scheme approved under Condition 26." At Greetham Quarry, Stretton Road, Greetham, Rutland,

b)    2020/0972/MIN – S73 application for Variation of Condition 3 in relation to Application Reference Number: MIN/2004/1051/CC. Amendment of Condition 3 to "Unless otherwise agreed in writing with the County Planning Authority mineral extraction shall cease and the site fully restored in accordance with a scheme approved under Condition 43 below and Condition 26 of planning permission 1999/0326/09 by the 31 March 2022." At Greetham Quarry, Stretton Road, Greetham, Rutland,

 

Nick Hodgett, Principal Planning Officer for the Council, addressed the Committee and gave an executive summary of the application, recommending approval.

 

Mr Hodges, speaking as a member of the public against the application, addressed the Committee.

 

Mr Edward, speaking as a representative of Greetham Parish Council, addressed the Committee.

 

Mr Gough, speaking as the agent representing the applicant, addressed the Committee.

 

Councillor Begy, speaking as the Ward Councillor for Greetham addressed the Committee.

 

Questions were raised of the speakers prior to debate on the application. It was noted from the supplementary paper that the Council had received addition comments from Rutland CPRE. There had been a petition circulated but was not received in time to be presented but raised the concern of local residents. The supplementary paper also addressed the questions that had been raised by objectors. 

 

During debate, Councillor Cross proposed and Councillor Blanksby seconded that the item should be deferred to obtain clear legal advice. A majority of the Committee though felt that that they should not delay. The Chairman put forward a recommendation on the advice of office that the application be approved subject to the conditions in Appendix 2 and securing a bond to ensure that the works could be completed upon potential default of the applicant. Details would be agreed between Officers and the applicant.

 

Accordingly, the Committee moved to the officers recommendations for approval for both applications 2020/0971/MIN and 2020/0972/MIN subject to the additional condition noted above. Councillor Begy proposed and Councillor Brown seconded and a recorded vote was taken as follows:

Item c)

 

c)    2020/0297/MIN   North Western extension to Greetham Quarry including the extraction of Limestone and building stone and importation of suitable inert material. At Greetham Quarry, Stretton Road, Greetham, Rutland

 

Nick Hodgett, Principal Planning Officer for the Council, addressed the Committee and gave an executive summary of the application, recommending approval.

 

Mr Courtney, speaking as a member of the public against the application, was having difficulties with signing into to the virtual meeting but had sent in his statement prior to the meeting. It was agreed that the Chairman could read this statement out on his behalf.

 

Mr Edward, speaking as a representative of Greetham Parish Council, addressed the Committee.

 

Mr Gough, speaking as the agent representing the applicant, addressed the Committee.

 

Councillor Begy, speaking as the Ward Councillor for Greetham addressed the Committee.

At 9.10pm, Councillor Oxley proposed and Councillor Begy seconded that the meeting continue for a period until 10pm in order for the agenda to be completed. It was agreed unanimously by show of virtual hands.

Questions were raised of the speakers prior to debate on the application. A query was raised in relation to alerts to the Minerals Planning Authority and this would be placed on the decision notice.

 

Following debate, the Committee moved to the officers recommendation for approval for application 2020/0297 as per conditions in Appendix 2, subject to alerts being sent directly to the Minerals Planning Authority. Councillor Baines proposed and Councillor Oxley seconded and a recorded vote was taken as follows:
