Reason for urgency:
Escalation of conflict in Afghanistan happened quicker than expected, resulting in a limited offer of accommodation available for refugees being evacuated. Rutland committed to the scheme as soon as the humanitarian crisis escalated, but requires urgent formal approval to progress and accommodate refugees who are currently living in holding hotels.
