• Councillor Edward Baines - Probity - Mr Baines declared on the grounds of probity as he had been involved in the making of the Uppingham Neighbourhood Plan and therefore it would not be appropriate to take part in the debate or vote.
• Councillor Marc Oxley - Probity - Mr Oxley declared on the grounds of Probity as he had voted on the Uppingham Neighbourhood Plan at the referendum. Mr Oxley informed the meeting that he had not had any input in the creation of the Plan.
