Purpose:

To enter into legal agreements with UCC to provide Capital funding to undertake construction and resourcing of the facility on site at the Uppingham Community College and support the start-up of the facility.

Decision:

To enter into a legal agreement with Uppingham Community College to establish a new SEND provision at Uppingham Community College. Funding for the Capital development has been provided by the DfE Special Provision Capital Grant.
To enable RCC to deploy a total of £700,000 of Capital grant funds to enable a new Special Educational Needs provision at Uppingham Community College.
To progress the building project and resourcing of the facility by UCC, which will deliver more local education places for children with Special Educational Needs and Disabilities and to provide start-up funding of up to £200k from the Council's own reserves.

Alternative options considered:

RCC have undertaken needs analysis that demonstrate a need for this new provision, other sites were approached and discounted in due course.
Legal agreements provide assurance and mitigate the risk to both parties, therefore not entering into proportionate agreements was considered and rejected as a course of action.
