Integrated Transport Capital Programme – Fleet replacement

Decision Maker: Strategic Director for Places

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

To replace 3 vehicles with the current RCC fleet which have exceeded 10 years of age and/or 100,000 miles (in-line with the replacement programme agreed in 2020.

Decision:

To purchase 3 accessible vehicles during 2024/25 at an estimated value of £65k (plus VAT) each. Combined value of £195k plus VAT for the vehicles. All vehicles will be wheelchair accessible to cater for the maximum client types. These vehicles are required to cover existing service delivery and not included in any additional fleet required for delivery of options included in the network review.

Alternative options considered:

Outsource routes to external transport operators - rejected on the grounds of a lack of external resource to cover all routes. Compared lease vehicle costs for short term and no short term hire options available without considerable fees attached. Purchasing vehicles represents best value.

Requesting 16 seat diesel minibuses and a smaller WAV, but electric bus quotations obtained for comparison:

An electric WAV 15 seater £230,000 (price from LUF vehicle procurement)
An electric WAV 9 seater is £70,200 + (would need charging point)
