Report No. 88/2020 was received from the Strategic Director for Places.

 

Item 1 (2020/0287/MAF) Land to the East of Cottesmore Road, Market Overton

 

Erection of a poultry building for rearing free range hens (resubmission of 2019/0635/MAF).

 

(Ward: Cottesmore; Parish: Market Overton)

 

Mr Hodgett, Principal Planning Officer for the council, addressed the Committee and gave an executive summary of the application, recommending approval.

 

During discussion the following points were noted:

 

  1. The application site would produce 4 movements per day maximum. The increase of traffic would not be a valid reason for refusal based on highways grounds.
  2. Mrs Harvey questioned whether it would be possible to defer the application in order for a more detailed equality impact assessment that would assess the impact the site may have on residents at the Lodge Trust that have learning disabilities. Officers stated that a further assessment would not bring up anything further as the impact was already low.
  3. Concerns were raised that the environmental permit was given by the Environmental Agency during lockdown when response from members of the public were unlikely to have been received. Mr Johnson stated that how the Environmental Agency determined the permit was not material consideration of the application.

Erection of canopy over front door of property.

 

(Ward: Greetham; Parish: Greetham)

 

Mr Waskett-Burt, Planning Officer for the Council, addressed the Committee and gave an executive summary of the application, recommending approval.

 

A recorded vote was taken and the result was unanimous.

 

RESOLVED

 

2020/0435/FUL in accordance with the recommendation set out within Report No. 88/2020, that the application be APPROVED.
