02/08/2022 - Determining Rutland County Council be the Lead Local Authority for the joint Rutland and Melton Levelling Up Fund Round 2 bid ref: 842    Recommendations Approved

To approve the UKSPF investment plan, expenditure profile and deliverables for submission to the Department of Levelling Up, Homes and Communities by the deadline of noon on 1st August 2022.

Decision:

To enable Rutland County Council to bid for LUF Round 2 funding in conjunction with Melton Borough Council and optimise the likelihood of success.

It has been decided that Rutland County Council should be the lead local authority given its unitary status and as the Local Transport Authority.

The Council is keen to work with partners in the Integrated Care System to improve health provision and facilities within the Rutland County. It is committed to using some of its developer contribution funding (s106 and Community Infrastructure Levy) to deliver health infrastructure. It has been decided to commit, in principle, £1.2m of developer contributions to improvements in provision at the Rutland Memorial Hospital site should the LUF bid prove successful.

Construct shared cycleway footway scheme in accordance with the detailed design attached: ITCP-2020-72-v4-A3.pdf, subject to any amendments that may come forward from the stage 2 road safety audit (currently being undertaken).

Create or modify traffic regulation orders in order to deliver schemes or works associated with the highway and transport teams (and sub areas – including but not limited to parking), subject to the traffic regulation
