19/03/2021 - Purchase of IT hardware to modernise and provide a reduction in ongoing revenue costs. ref: 728    Recommendations Approved

To agree the purchase of services from the IT Capital Program 20/21.

The Council has a servers, disk storage and networks that provide applications to end users. Much of this infrastructure is over 5 years old and needs refreshing and we have established that we can purchase one simple solution to provide this central solution.

This will modernise the Council’s IT but also will allow our revenue costs to reduce as we will not pay as much in maintenance of hardware and there are opportunities to reduce or remove software licenses. In addition this new equipment will resovle a potential Microsoft Licence problem.

It is proposed to invest no more than £33,000 in delivering this solution.

Cabinet authorised (report number 97/2017) that the Assistant Director** (Finance), in consultation with the Cabinet member with portfolio for Growth, Trading Services and Resources (except Finance) to determine, finalise and review the Discretionary Revaluation Rate Relief Policy and other rate relief schemes in line with guidance issued by the Government and further local schemes relating to Non-Domestic Rate Relief as advised.

Decision:

The Government provided a retail discount scheme for occupied retail properties with a rateable value of less than 51,000 for each of the years 2019/20 and 2020/21. The Government have announced their intention to increase the discount for 2021/22 to 100% for the first 3 months followed by 66% for the remainder of the year and requested all local authorities to apply the discount in time for annual billing.
A policy has been approved under delegation and has been updated to reflect the change.

Cabinet authorised the Director for Places to form a Project Board and associated structures (attached as Appendix A pf the report) in order to undertake a Highways Contract Project: Project approval sought to review and re-procure the Highways Term Maintenance contract.

 

Cabinet authorised the Director for Places and the Director for Resources, in consultation with the Cabinet Member with Portfolio for Finance and the Cabinet Member with Portfolio for Culture & Leisure, Highways & Transportation and Road Safety, to agree financial support for the present Highways Contract Project of up to £150,000 in 2022/23, based on other similar size procurements and subject to the formulation of the highway strategy, soft market testing and assessment of procurement route to be taken and existing approved £100,000 (£50k 2020/21 & £50k 2021/22).

1)    Cabinet recommended to Council to approve acceptance of the Homes England grant offer of £29.4m Housing Infrastructure Funding and the terms set out in the Grant Determination Agreement (Exempt Appendix 2) to support the delivery of St. George’s Garden Village.

 

2)    Cabinet recommended to Council to approve the Allocation Agreement (Exempt Appendix 3) between Rutland County Council and the Defence Infrastructure Organisation that apportions legal responsibility for delivering the obligations of the Housing Infrastructure Funding and Grant Determination Agreement.

 

3)    Cabinet recommended to Council that Rutland County Council performs the administrative function (Accountable Body) for the HIF monies.

 

4)    Cabinet authorised the Chairman and Chief Executive to execute both legal agreements, the Housing Infrastructure Grant Determination Agreement and the Allocation Agreement.

 

5)    Cabinet recommended that Council delegates to the Director of Resources (Section 151 Officer) and Director of Places the administration of the HIF grant requirements and monitoring returns
