24/09/2021 - ITCP-2019-42 – Barleythorpe Road/Burley Park Way roundabout ref: 769    Recommendations Approved

To provide a formal pedestrian crossing at the Barleythorpe roundabout. Scheme was identified as required as part of the 2009 Hawksmead application and was included within the S106 agreement.

The scheme had not progressed due to the S106 agreement becoming void through the 2011 Hawksmead application. The scheme has since been identified as required through a highway assessment and requests by the parish council for school children safety.

Cabinet AGREED that authority be delegated to the Chief Executive and relevant Portfolio Holder to add small schemes (less than £50k) to the capital programme on the condition that all decisions are reported in the Quarterly Finance Report (Report No. 191/2016, Appendix A, para 2.4.4).

1)    Authorised the Strategic Director for Places to appoint a consultant, via the Scape Framework, to carry out surveys and other assessments necessary for the Property Asset Review. Delegates authority to Strategic Director Places, in consultation with the Portfolio Holder for Property to commission further consultancy advice from the Scape Framework as necessary, subject to any requirements for further expenditure to fund further advice being brought back to Cabinet for consideration.

 

2)    Approved budget allocation of £205,801.49 from Property Repairs Earmarked Reserves to support the Property Asset Review.

1)    Recommended to Council to approve the extension of the current Highways Term Maintenance Contract Upon reliance of Regulation 72 (1)(b) of the Public Contract Regulations 2015, by an additional six (6) months from 1st December 2023 until 31st May 2024, to ensure service continuity during the commissioning period of the new RCC Highways Term Maintenance Contract.

09/09/2021 - Greetham Community Centre Refurbishment – Submission for S106 funding ref: 747    Recommendations Approved

Greetham Community Centre have requested S106 funding to support improvements to the community centre to improve existing facilities to ensure that the facilities are inclusive and meet the needs of the local community into the future. They have identified necessary improvements to the Community Centre facilities so that they can expand the activities for the community.

Improvements will be funded in part from their own resources and from the Parish Council and from grant funding applications. The total cost of the works is just under £50,000. The Community Centre has already secured a time limited grant for £20,182 which leaves a shortfall of £27,707.

RCC funding would be from remaining S106 funds currently held by the Council from development which has taken place within the parish and which was specifically sought for sport, recreation and leisure facilities, specifically indoor facilities.

The proposed changes and a cost breakdown for the works are set out in detail in the attached appendix. In summary these include :

• improvements to Meeting/Recreational Accommodation
• Improved and Additional Storage Facilities
• External Works to expand outdoor activies/facilities

16/09/2021 - S106 funding for infrastructure improvements ref: 746    Recommendations Approved

The proposed work is to improve existing infrastructure directly outside St Eabbas Close, Ryhall. The improvements are to the speed indicator device, to upgrade this for a more suitable device.

The proposal is to support the project with the sum of £4,000 from S106 contributions as the Council holds S106 funding for the area for the purposes proposed infrastructure improvement.

Following the decision £4,000 will remain allocated to this project. The transfer of funds will be subject to the receipt of a project plan and confirmed start date for the works.
